Consumer-Directed Plans –TPP, through Hammerman & Gainer, can provide plan design and plan administration of Consumer-Directed Plans.
These plans were developed to empower and encourage covered persons to evaluate their health care options with an eye on the cost and incentive to spend dollars wisely.
- HSA Plans –are employee owned accounts that can be funded by both the employer and employee. The employee can put funds in an HSA pretax or on a tax-deductible basis. Once an employer contributes funds to an HSA those dollars belong to the employee and follow the employee upon termination of employment.
- HRA Plans –HRAs can be funded only by an employer, employees cannot contribute to an HRA. The employer funds HRA eligible expenses asthey are submitted to and approved by H&G. While HRAs are usually set up with health plans that have high deductibles and out-of-pocket limits, the rigid requirements that govern the companion health plan for HSAs do not apply to HRAs.
- MRA Plans –are similar to HRAs. MRAs are usually set up with a traditional high-deductible insured health plan to fund a protion of the higher deductible for employees and other expenses. Funds do not roll over from year to year.
- FSA Plans –have been around much longer than HSAs and are still a very viable part of a consumer-directed plan design. FSAs are easy for employees to understand, and funding is flexible since both employees and the employer can contribute. FSAs can be used with any traditional health plan.
- Debit Cards –H&G debit cards make accessing HAS, HRA or FSA funds as easy for employees as using their checking accounts. A single H&G debit card can provide access to one or more of these accounts.
Parking & Commuting –Some clients establish a separate plan to reimburse participants for parking near or at their workplace or for qualified transit expenses. Section 132 of the IRS Code provides the following guidelines:
- Maximum monthly contributions are indexed annually by IRS
- Contributions may be made with pretax dollars
- Either the employer or employee can make contributions
